If you have photoshop, you can open it, and crop it to what you want. Then, go to image -%26gt; resize.
Uncheck the things at the bottom, but make sure the ';resample'; is checked.
If you don't have photoshop, open the picture in paint (start -%26gt; all programs -%26gt; acccessorys -%26gt; paint) and push Ctrl + E, and put in 48x48.
